Buyers easily know about the skills through freelance profiles. Your College degree requires authentication and endorsement from the competent authority offline and may be a matter of fraud and fake copy! So- you have to go for desired skills TESTS to pass to build a profile. 100% profile gets more buyers' attention than an incomplete one.

Are they free of work or duties and liabilities? Generally- no work no pay!! Employer /buyer hire a freelancer for the particular job asking given skills, duties, and liabilities. After AWARD if the particular freelance service provider does not comply with duties and liabilities he or she hired for- might cause HIRE & FIRE!! So they are not free of work or duties and liabilities. 

Merely say and in freelance marketplace word independent SELF STARTER always mean at your own risk. So nobody to blame and trans pass...
